Jonesboro, AR – Jonesboro Right Now – A man and woman are both facing felony charges following a fatal overdose at a Jonesboro hotel over the weekend.

Jonesboro police officers responded to an overdose call at the Comfort Inn near the 2400 block of Phillips Drive on Sept. 27.

According to a probable cause affidavit, officers found a male victim on the floor while firefighters performed life-saving measures. The victim was later pronounced deceased at a local hospital.

Officers observed drugs and paraphernalia in plain view inside the hotel room. Witnesses at the scene reported the victim had been staying in the room with 30-year-old Ashlyn Renee Blevins, of Brookland, who fled the scene before officers arrived.

The affidavit noted Blevins called 911 around 7:36 a.m. but disconnected the call. When dispatch called her back, she stated she was “okay and did not need assistance”.

Blevins was later located at a home on Brooks Street in Brookland and taken to the Jonesboro Police Department for an interview. During a search of the hotel room, investigators located approximately one gram of suspected fentanyl, a “tooter” straw with fentanyl residue, suspected meth residue, and multiple prescription pills.

During her interview, Blevins admitted to watching a subject bring fentanyl and meth into the hotel room. She admitted to ingesting the drugs with the victim, telling police she had recently relapsed and had been high all weekend.

A separate affidavit under the same case number shows investigators also interviewed 42-year-old Frank Devoil Flanagan, of Newport, regarding the incident.

According to his affidavit, Flanagan admitted to receiving $250 from the victim to purchase drugs. He claimed he bought what he believed was meth and delivered it to the victim at the hotel. However, a witness statement in the affidavit indicated Flanagan actually delivered both meth and fentanyl, which the witness and the victim then consumed together.

Both suspects appeared before District Judge Tommy Fowler on Monday.

Fowler found probable cause to charge Flanagan with a Class Y felony for homicide – death by delivery in the first degree, setting his bond at $250,000 cash/surety.

Blevins was charged with felony possession of fentanyl and felony possession of drug paraphernalia. Her bond was set at $50,000 cash/surety.

Both are scheduled for their next court appearance on Nov. 23.
