Jonesboro, AR – Jonesboro Right Now – The Jonesboro Police Department, alongside other agencies including the Craighead County Sheriff’s Office, arrested nine people as part of a sex offender compliance check operation Tuesday.

On Sept. 23, District Judge Tommy Fowler found probable cause and set bonds for the following individuals:

  • Jonvonte Martel-Deque Battle, 33, of Jonesboro
    • Officers met with Battle at his home in the 2300 block of South Caraway Road. The affidavit said a search of Battle’s cell phone revealed he had been using an unregistered dating app, Taimi, for approximately three months.
    • Battle faces a failure to register charge. Bond was set at $35,000, with his next court date scheduled for Nov. 23.
  • Clarence Hayes, 48, of Jonesboro
    • During a compliance check at a home in the 1400 block of West Monroe Avenue, officers found a glass meth pipe, a rolled-up dollar bill with cocaine residue, a glass plate with cocaine residue, a plastic baggie with cocaine residue, and five grams of marijuana. The affidavit said that officers also found a cell phone with active social media accounts tied to Hayes.
    • Hayes faces charges of possession of drug paraphernalia, failure to register, and possession of a Schedule VI controlled substance under four ounces. Bond was set at $75,000, with his next court date scheduled for Nov. 23.
  • Paul Douglas Jenkins, 40, of Jonesboro
    • Officers contacted Jenkins at a business on Phillips Drive. A search of his cell phone revealed an unregistered WhatsApp account showing communications with other subjects. The affidavit said Jenkins made incriminating statements regarding the app.
    • Jenkins faces a failure to register charge. Bond was set at $75,000 cash/surety, and his next court date is scheduled for Oct. 26.
  • Terry Johnson, 35, of Paragould
    • After failing to locate Johnson at a Cedar Heights Drive home, officers found him at his workplace. The affidavit said Johnson admitted to accessing Snapchat and TikTok through a web browser so he could delete the history, knowing he was not supposed to have them.
    • A phone search also revealed unregistered WhatsApp, Sessions, and Zangi apps.
    • Johnson faces a failure to register charge. Bond was set at $35,000 cash/surety, with a court date scheduled for Oct. 26.
  • Phillip Jolly, 41, of Bono
    • Jolly, who is part of the SOAP program and prohibited from having internet access, was contacted at his home. The affidavit said he admitted to having an unregistered Facebook page.
    • A phone search revealed Facebook, Messenger, Signal, and WhatsApp. Officers said they also found evidence of Jolly receiving money to buy Apple Cards, as well as possessing a check to cash, which detectives are currently investigating.
    • Jolly faces a failure to register charge. Bond was set at $35,000 cash/surety, with a court date scheduled for Oct. 26.
  • David Mitchell Jones, 24, of Jonesboro
    • Officers met with Jones at his home in the 600 block of Bowling Lane. The affidavit said a search of Jones’s cell phone revealed unregistered accounts on Discord, Facebook, Grindr, Instagram, Snapchat, TikTok, Tinder, X (Twitter), and Roblox.
    • Jones faces a failure to register charge. Bond was set at $35,000 cash/surety, and his next court date is scheduled for Nov. 23.
  • Kenny Joe Milligan, 57, of Jonesboro
    • Milligan was taken into custody at a home in the 3500 block of Fairview Drive after his compliance officer requested his arrest for failing to provide a current address.
    • The affidavit said Milligan claimed he did not live there, however, officers noted he had a key in his pocket. A witness allowed officers inside, revealing Milligan’s property, paperwork, and electronic devices. It was determined his registered address at the Fairview home was not valid.
    • Milligan faces a failure to register charge. Bond was set at $35,000 cash/surety, with a court date scheduled for Oct. 26.
  • Tammy Joann Vail, 51, of Jonesboro
    • Officers searched Vail’s home on Harrisburg Road and located multiple cell phones and electronic devices. The affidavit said that officers found a TikTok account bearing her photo on one of the phones, which was not registered with her compliance officer. Vail also refused to provide passcodes for other located devices.
    • Vail faces charges of failure to register and obstructing governmental operations. Bond was set at $35,000 cash/surety, with her next court date scheduled for Oct. 26.
  • LC Williams, 43, of Jonesboro
    • Officers contacted Williams at his North Rodgers Street home. The affidavit said that a probation search of his cell phone revealed unregistered accounts on Snapchat, TikTok, Facebook, and Pinterest.
    • Williams faces a failure to register charge. Bond was set at $35,000 cash/surety, and his next court date is scheduled for Nov. 23.
