Bay, AR — (JonesboroRightNow.com) — May 16, 2025 — Police arrested a Bay man after they said they found several drugs and a firearm at his home during a compliance check.
According to an affidavit, on May 14, probation and parole agents conducted the compliance check at a home in the 200 block of Kitterman Street on 23-year-old Harley Lockheart Russell.
During the search of Russell’s bedroom, one of the agents found digital scales with what was believed to be marijuana and a brown Ziploc bag with keys for a small safe that was also inside the room. The safe contained a pill bottle and a firearm. Bay Police Assistant Chief Walker was called to the scene soon after and collected the evidence.
As the search continued, a bag containing 2.5 ounces of marijuana was also found in the bedroom dresser. Russell was then arrested and taken to the Craighead County Detention Center.
The affidavit stated that while being taken there, Russell told agents that he had two pills in his sock, which were later identified as 30 milligrams of morphine sulfate extended-release.
On May 16, Craighead County Judge Tommy Fowler found probable cause to charge Russell with possession of a firearm by certain persons, simultaneous possession of drugs and firearms, and possession of a Schedule I or II substance less than two grams.
Russell is being held on a $150,000 cash/surety bond, awaiting his next court appearance scheduled for June 27.
