According to the probable cause affidavit, on June 8, a Jonesboro police officer was dispatched to a home in the 200 block of Lake Drive for a domestic disturbance.

The officer met with the victim, who appeared visibly shaken and upset. The officer said that the victim’s shirt was torn in multiple locations, including around the arms and back, and she had redness to her face, triceps, and her right thigh. However, the officer noted that, due to numerous mosquitoes and a visible mosquito bite at the center of the thigh, it was unable to determine whether the redness was related to the reported assault.

The victim told the officer that she and Carter had previously been in a relationship for six years and were currently separated. Carter was visiting her home, and while sitting together on the couch, Carter began making sexual advances toward her. When she told him she did not want to engage in sexual activity, Carter pushed her onto the floor and began striking her in the face with a closed fist.

During the struggle, the victim and Carter’s phones became lodged under the couch. The victim said she tried to get her phone to call 911, but Carter punched, kicked, and stomped on her, striking multiple parts of her body. As the victim attempted to dial 911, Carter repeatedly stomped on her arm and kicked her hand to prevent her from using the phone. After the phone fell from the victim’s hand, Carter stomped on it to disable it.

The victim successfully contacted 911. Carter pushed past her and got out of the home. The victim stated that she followed Carter outside and stood in front of his vehicle. She said that Carter accelerated forward, causing her to move out of the way to avoid being struck. According to the victim, when leaving, Carter told her, “I will kill you,” something the victim believed to be true. She added that Carter had a firearm in his vehicle.

While inside the home, police noticed the interior to be in disarray, evidence that a violent fight had occurred. They noted the furniture had been displaced, couches were moved, and miscellaneous items including picture frames and totes were scattered throughout the living room.

During an interview with police, the victim noted bruising on her left leg, a mark on her abdomen, and an injury on her right arm. She also complained about head pain and was limping.

Carter was arrested June 10 and booked into the Craighead County Detention Center; the jail roster shows. He is being held on a $50,000 cash/surety bond. He was also ordered to have no contact with the victim.

Carter’s next court appearance is scheduled for July 30. If convicted on all charges, he faces up to eight years in prison and fines up to $15,000.
