Jonesboro, AR – Jonesboro Right Now – A Jonesboro sex offender is behind bars on a $250,000 cash/surety bond after police said he was found living at a local motel for a month—within 2,000 feet of three childcare facilities—without updating his registry information.

Judge Barbara Halsey found probable cause Aug. 31 to charge 44-year-old Christopher Brandon Armstrong with two felonies:

  • Failure to register – failure to comply with reporting requirements (Class C)
  • Registered offender living near school/daycare (Class D)

Court documents state that Armstrong was convicted of aggravated felonious sexual assault on April 20, 2006, in Merrimack County, NH. On Oct. 29, 2020, he was assessed at a Level 3 (high risk) offender by the Sex Offender Community Notification Assessment committee in Pine Bluff.

On Aug. 28, officers were dispatched to the Motel 6 on South Caraway Road for a possible assault in progress. There, they found Armstrong and a woman, both of whom had been living together in one of the rooms. Hotel management told police that Armstrong had been living there for approximately one month.

Arkansas state law requires the offender to report any changes in residence, mailing address, or temporary domicile no later than five days before the offender establishes the new residence or temporary domicile. State law also dictates that it is unlawful for a sex offender who is required to register and who has been assessed as a level three or level four offender to reside within 2,000 feet of the property on which any public, private, secondary school, or daycare facility is located.

The officer who wrote the affidavit narrative said that Armstrong was last seen in their office on June 1 to update his cellphone information but did not indicate he would be staying at a different location in the near future.

In determining the $250,000 bond, Halsey noted that this was Armstrong’s second offense in this matter. Because of this, he was ordered upon release to wear a GPS ankle monitor.

Armstrong’s next court appearance is scheduled for Sept. 30.
