Jonesboro, AR — (JonesboroRightNow.com) — July 7, 2025 — An investigation into a rape at Arkansas State University has led to a Little Rock man being held on a $150,000 cash/surety bond after police said evidence pointed to him being the suspect.

According to an affidavit, at 3:35 p.m. on April 1, a victim went to the University Police Department to report a sexual assault that occurred on campus.

The victim said at 11:07 p.m., March 31, they picked up a man they knew as “Kobe” at a home in the 300 block of Krewson Street. The victim had brought the man to their residence hall on campus. Police later identified “Kobe” as 26-year-old Jacobiown Travoughn Fulks.

While at this location, the victim said Fulks had fallen asleep on their bed, so they woke him up and had him move to a different bed. However, Fulks refused and wanted the victim to get into bed with him.

The victim was in a relationship, they told Fulks, and they were not going to have sex with him, and after a few minutes of arguing, the man finally moved to the other bed and the victim then fell asleep in their bed, the affidavit said.

According to the affidavit, the victim said that at 5:15 the next morning, they awoke to Fulks sexually assaulting them and told him to get off them. However, he refused to do so, and the victim continued to try to get away, the affidavit said. Eventually, Fulks stopped, and the victim told him to leave.

Later in the day, Fulks and the victim were texting about the man providing the victim with the money to buy a “Plan B” pill. The message read that Fulks “was drunk when confronted by the victim,” and he should have never touched the victim before going to sleep and they did not care if he was drunk. Fulks sent a reply, stating, “Bet. You right,” according to the affidavit.

Jonesboro police then searched the records for Fulks by nickname and date of birth, revealing his identity. The affidavit said a text message was sent to the phone number the victim had for Fulks to confirm it was him, and Fulks replied back, saying, “Farted out.”

Fulks was arrested and taken to the Craighead County Detention Center after the victim pointed him out during a police lineup on April 4.

On July 7, Craighead County Judge Tommy Fowler found probable cause to charge Fulks with rape/sexual intercourse/physically helpless to give consent. Fowler ordered Fulks to have no contact with the victim and wear a GPS ankle monitor upon release.

Fulks’ next court appearance is scheduled for Aug. 21.
