The investigation began on Sept. 29, when the Paragould Police Department received a cybertip from the Arkansas State Police Internet Crimes Against Children (ICAC) task force.
According to the probable cause affidavit, the National Center for Missing and Exploited Children (NCMEC) provided information regarding a Kik account that shared a video containing child sexual abuse material in January 2026.
Investigators linked the account’s email address, username, and IP address to Harlan. The connection was confirmed through records from Kik, Paragould Municipal Utilities, and other databases.
On Oct. 15, District Judge Curtis Hitt found probable cause to charge Harlan with two Class C felony charges: pandering or possessing visual or print medium depicting sexually explicit conduct involving a child, and electronic facilitation of child sexual abuse.
Harlan’s bond was set at $500,000 cash/surety. As conditions of his release, Harlan is strictly prohibited from having contact with any minor. Additionally, he shall neither access the internet nor possess any electronic devices that have internet capabilities.
