Bay Police were contacted by a complainant on March 19 about possible child abuse. After agents with the Arkansas State Police Crimes Against Children Division interviewed the three juvenile victims the following day, a search warrant was conducted at a residence in Bay, and multiple inappropriate items described by the victims were found at the residence.

Justin Totty is being held on a $2.5 million bond. Boling found probable cause to charge him with permitting a child to engage in sexual explicit conduct, a class B felony, two class C felonies, and rape of a minor, a class Y felony.

Boling issued a no-contact order between him and the victims, required him to wear a GPS ankle monitor, if released, required him to have no contact with anyone under the age of 18 and ruled that he have no communication device that can connect with the internet.

On Wednesday, Boling set the same $2.5 million bond for Holland-Totty and issued the same conditions for her release. He also ordered that she pay the full 10 percent of the bond to the sheriff before being released.

The couple’s next court date is May 24 in Craighead County Circuit Court.
