Jonesboro, AR — (JonesboroRightNow.com) — July 21, 2025 — Three Jonesboro Police officers received new ranks during a Jonesboro Police Department promotion ceremony on Thursday.
JPD Chief Rick Elliott said Monday that Captain Bryan Davis, Lieutenant John Porbeck, and Sergeant Keith Baggett are at a point in their careers where the moves are good for them and good for the department.
“Over the next few years, there will be a lot of upper-level retirements. So, bringing in younger leadership and getting them prepared for the future is important,” Elliott said. “This is just a next step. These officers have a history of doing good work with the department. I’m confident they will develop their roles as leaders and continue to move the department forward.”

According to a post on the Jonesboro Police Department Facebook page Baggett began his career with the City of Jonesboro in 1996, when he was hired as a dispatcher for the E-911 center, where he worked for 12 years. He was hired by the police department in March of 2009 and graduated from the Black River Technical College Law Enforcement Training Academy (BRTC LETA), Class of 09-B.
After graduating, Baggett was assigned to the patrol division, where he has since worked. He was formerly a member of the mobile field force and is a 13-year member of the JPD Honor Guard.
Baggett has received the distinguished Officer of the Month twice and recently retired from Emerson Ambulance Service after serving 31 years as an emergency medical technician. He is currently a Field Training Officer (FTO) and a law enforcement instructor, having earned his Senior Law Enforcement Certificate.

Lieutenant John Porbeck began his law enforcement career in 1999 and graduated from the BRTC LETA, Class 2000-B. After the academy, Porbeck was assigned to the Patrol Division, where he served until 2003. Lt. Porbeck has served in various roles since then, including School Resource Officer, Detective, Warrants Officer, Patrol Officer, and Field Training Officer.
In 2015, he was promoted to Sergeant, where he continued to serve in patrol. Then, in 2018, he served in the Training Division, where he remained for 2 and a half years before returning to patrol duty.
During his career, Porbeck received his Senior Certificate, along with numerous instructor certifications in Law Enforcement, Firearms, DRE, SFST, ALERRT, and EMT. His awards include Perfect Pistol Scores, Top Gun Awards, and Life Saving Medals.

Captain Bryan Davis joined the JPD in 2012 after completing two degrees from Arkansas State University, one in Criminal Justice and the other in Political Science. Davis served on the 3rd shift patrol for seven years and became a member of the SWAT Team in 2017, where he currently serves as an explosive breacher and team leader. He transferred to the Criminal Investigations Division in 2019.
In 2020, Davis was promoted to the rank of Sergeant and supervised second shift patrol before taking over command of the Delta Squad. He recently transferred to the 2nd Judicial Drug Task Force, where he oversaw narcotics investigations and tactical operations within the unit. His current assignment will be over the Criminal Investigations Division, which also includes the Drug Task Force and the Street Crimes Unit.
