Jonesboro, AR — (JonesboroRightNow.com) — July 16, 2025 — A Paragould man is behind bars after police said he had several videos and images of child sexual abuse material uploaded online.
According to an affidavit, on June 3, the Jonesboro Police Department’s Internet Crimes Against Children (ICAC) division received a cybertip from Arkansas State Police. The tip was originally from the National Center for Missing and Exploited Children, which was tipped off by Dropbox Inc.
The cybertip stated that 40-year-old William Brandon Ralph uploaded a video of a nude child having sex with another child. Dropbox Inc. also provided a login IP address and an email associated with the account, leading to a search warrant being served for both accounts.
The affidavit said that the IP address returned to a rental company in Jonesboro. An investigation into other information obtained led to Ralph’s name being listed along with an address in Paragould. The rental company was contacted about the login IP address and found it was an open internet access its customers had access to.
Investigators asked the company about Ralph, to which the company said that he had been a tenant of theirs while living in Jonesboro. The company added that he had been there several times to pay rent. He’d also been to the office recently, when he was evicted.
Afterward, Dropbox Inc. responded to the search warrant and provided data along with images and videos from the account. The affidavit said that in addition to videos of Ralph and copies of personal information being found, investigators located several videos and pictures of child sexual abuse material.
Google also responded to the search warrant on the email address from the Dropbox account, containing “lots of images” of Ralph in the Google Photos app, police said. This resulted in an arrest warrant being issued for Ralph by Judge Tommy Fowler.
On July 15, Ralph was found at his Paragould home. Paragould police obtained probable cause to search the home, along with the Jonesboro ICAC. There, officers found several phones and computers that were taken for processing. They also found drug paraphernalia, including bongs and meth pipes. Ralph was arrested and taken to the Craighead County Detention Center.
Fowler found probable cause on July 16 to charge Ralph with sixteen counts of possession or use of child sexual abuse material. While standing before Fowler, Ralph exercised his right to have a public defender present during the setting of bond, as one was not there. As a result, Ralph will be held without bond until he can go before a circuit judge to set bond.
The affidavit noted that bond would have been set at $1 million and that Ralph had a history of failing to comply with court orders. Ralph was ordered to have no access to the internet.
His next court appearance is scheduled for Aug. 21.
