Jonesboro, AR — (JonesboroRightNow.com) — July 10, 2025 — A level three sex offender from Jonesboro is behind bars on a $150,000 cash/surety bond after police said he failed to re-register within the required timeframe.

Craighead County Judge David Boling found probable cause July 9 to charge 44-year-old Jamie Ray Baxter with failing to comply with child sex offender reporting requirements.

According to the affidavit, Baxter, who had been assessed as a level three offender in April 2011, last reported his home address as “homeless, living in a tent on the west side of Willett Road near the railroad tracks.” Baxter registered as homeless on Feb. 5.

State law says registered sex offenders living in Arkansas who are listed as homeless are required to register with the jurisdictional agency every 30 days.

The affidavit said that when Baxter’s re-registration date arrived, he was unavailable at the registered location but was found at a St. Bernards Crisis Stabilization Unit on Willett Road. Police said he was released from the facility on March 21 but had not contacted the Sex Offender Registration as of May 9.

Baxter was arrested on July 7 and taken to the Craighead County Detention Center, where he is awaiting his next court appearance on July 31.
